Can`t recharge

Hello , i`ve got a problem with recharge from mobile phone , it doesen`t work , is says i can`t reacharge from this number but i also try another phone number and was the same problem , i`ve recharged in the past from mobile now it doesen`t work ...and i can`t recharge from another option , i allready chargem my phone with 15 $ ...what now ? How can i recharge ?
